The incident happened at about 5 p.m. on Monday when Santiago allegedly became violent and threw the child's mother out of a vehicle. Santiago is also said to have made threats to kill both himself and the victim.
"Suspect is believed to be under the influence of narcotics," the amber alert said. It did not clarify whether Santiago is the child's father. It also did not say whether the child's mother had sustained any injuries as a result of the assault.
Santiago and the victim are believed to be traveling in a white Chevrolet pickup truck with an extended cab. The vehicle is bearing a license tag registered to the Cheyenne and Arapaho Tribes with number 016011.
Photos of either the suspect or the victim were not immediately released, but the amber alert described Santiago as a 33-year-old Hispanic male who is 5 feet 9 tall, weighs about 200 pounds, has brown eyes, and has long dark hair. He was last seen wearing a brown shirt with sleeves cut off and shorts. He further has a tattoo of the word "outlaw" on his left leg, as well as numerous tattoos on both arms.
Charlotte has only been described as a 14-day-old Indian female wearing a light pink onsie with a heart on the front.
UPDATE: The baby has been found and is safe, but the suspect is still at large. The amber alert is now canceled.
