The incident happened at 1:42 p.m. on Thursday when Mark's mother, 18-year-old Hailey Richter, and a second person, 21-year-old Zikeyas McCullum, arrived at a residence in the 200 block of Taylor Circle where Mark lives with his grandmother, who is the child's legal guardian.

"It was reported that Hailey Richter assaulted the grandmother and took control over the child. Richter and McCullum then fled away from the residence with the child," the La Marque Police Department said, adding that charges of kidnapping have been granted by the Galveston County DA.

Investigators believe that the couple is traveling in a dark 1998 Jeep Cherokee with Texas license plate FTM-1941. It is unknown where they may be heading, though Richter is known to have ties to the Houston area, Dallas County, and Grand Prairie.

Anyone who sees either the child, the suspects, or the vehicle is urged to call 911 immediately, or call either the La Marque Police Department or La Marque Crime Stoppers if you have any other information that could help investigators.
