Catalan President Carles Puigdemont will address the region's parliament at 7 p.m. local time (1 p.m. ET) as Madrid braces for the possibility of a declaration of independence. The speech was initially scheduled for 6 p.m. but was delayed at the last minute as meetings were still underway.
