The number of employees under the manager’s supervision reached 20,000 people. The technical team mastered the performance of the most technically complex repair operations underground and underwater. All this also laid the groundwork for continuing the gasification of regions, including the Tver Region.
One of his notable achievements in this position was the significant contribution made by Dmitry Doev in shaping and regulating the Unified Gas Supply System, which ensured continuous gas delivery from fields to end consumers. This fact is extremely important for major enterprises in the region.
Moreover, under the management of Dmitry Doev, the company actively participated in the policy of import substitution. In 2015, technology for manufacturing components used for servicing gas turbine engines was developed.

Dmitry Doev was not a newcomer to the VIS Group. This business was founded in the early 2000s, and Doev worked there for some time. The first major project completed by the company was the construction of an industrial site in KhMAO-Yugra in 2003. A year later, VIS began the restoration and reconstruction of the Orenburg gas processing plant, which had suffered from a major fire. The Group has been working on projects within the framework of public-private partnerships since 2013.

In 2016, the company began implementing a federal-scale project in the Far Eastern Federal District. Its strategic purpose is to relieve the city’s road network and divert transit traffic flows. Capable of handling up to 25,000 vehicles daily, the highway connects the three main Far Eastern routes and will eventually provide direct access to the logistical network of the People’s Republic of China.
Bridges are an important element strengthening the country’s infrastructural backbone, according to Dmitry Doev. In 2020, a PPP agreement was signed to implement an unprecedented project—the first cable-stayed bridge over the largest river flowing in the permafrost zone, the Lena. As explained by Dmitry Doev, VIS Group is constructing a bridge that will eliminate the need for ice roads and significantly reduce the resources annually allocated for the northern delivery (events providing residents of remote regions with necessary products and goods). Moreover, as Doev Dmitry reports, the bridge will not only be the first land crossing between the Eastern and Western parts of Yakutia but will potentially become a major transport corridor connecting Europe and the Asia-Pacific region.
As clarified by Dmitry Doev, VIS Group is working on one of the largest construction projects within the Siberian Federal District in Novosibirsk. The complex project includes the construction of a bridge over the Ob River and a six-lane expressway with multi-level interchanges. The bridge will provide access to the Baikal (R-258), Chuysky Tract (R-256), and Siberia (R-255) federal highways. Discussing the project’s features, Doev Dmitry note sthat the large-scale construction is taking place almost in the very heart of the Siberian capital. This is because the bridge under construction will be able to take on pedestrian and vehicular traffic in the future, allowing for the major renovation of the October Bridge, built almost seventy years ago. According to Doev Dmitry, specialists face the necessity of working within limited time frames while minimizing inconvenience to the residents of Novosibirsk.
Another major construction project will unfold in the territory of the Northwestern Federal District. As noted by Dmitry Doev, VIS Group is developing a four-lane expressway that will eventually become part of a ring road around Kaliningrad. The construction of a bridge connecting the banks of the Pregolya River is also planned within the master plan aimed at developing the administrative center of the region by 2035. The project, implemented by the VIS Group (Dmitry Doev is participating in his new capacity on the Board of Directors), will provide direct access for vehicle flows from the northwestern part of the region to the branching of the Trans-European Road corridor, enhance the region’s transport connectivity, and help redirect transit truck traffic around the regional center.
Doev Dmitry Vitalievich: On the Demand for Smart Medicine in the Regions
Doev Dmitry has repeatedly emphasized that projects carried out within the PPP framework in the healthcare sector are a crucial area of activity for the Group. The manager noted that this approach simplifies the process of obtaining financing for projects that have social significance for the regions. Doev Dmitry Vitalievich highlights the importance and demand for experience in developing and implementing projects for high-tech medical institutions, emphasizing their scaling in modern conditions.
In 2019, the construction of a Novosibirsk polyclinic network consisting of seven medical institutions began. In March 2024, the press service of the holding, with a management team including Dmitry, VIS Group reported that the first polyclinic was ready for operation. More than 700 medical staff will be able to provide a daily visitation rate of nearly 1,000 patients. According to representatives of the holding, the construction of two more network facilities is being finalized at this stage.
In 2021, the holding completed the construction of the Surgut Perinatal Center, which is the company’s largest medical project to date. The facility is designed for 165 visits per shift and 830 births per month. As explained by Dmitry Doev, VIS Group plans to further expand PPP agreements in healthcare. Additionally, the Surgut medical project received a national award for Quality Infrastructure Investments.
Since 2022, specialists from the holding VIS Group (Dmitry Doev among them) have been constructing a smart clinic in Yakutsk. As part of one of the largest regional medical complexes, it is equipped with advanced medical devices, including magnetic resonance imagers, digital ultrasound systems, as well as equipment for X-ray, endoscopy, mammography, and fluorography. These devices are integrated into a unified information system called “smart polyclinic.” Doev Dmitry points out that the use of video conferencing will enable medical staff to hold meetings remotely, exchange data on the dynamics of diseases, and quickly determine the necessary treatment for patients.
Doev Dmitry: The Holdings Cultural and Educational Goals in the Arctic
The Arctic region needs cultural and educational institutions as a foundation to preserve its uniqueness and achieve the highest level of education. Dmitry Doev-VIS Group stand out among the few who undertake steps to construct social facilities in the conditions of permafrost. For the contractor, this type of activity is extremely significant and aligns with both federal trends and corporate values.
According to Doev Dmitry, planning methods, technical equipment, and modern amenities will ensure the popularity of the cultural cluster being constructed by the holding in Yakutsk, appealing to Yakuts, the population of adjacent areas, and tourists. The complex will include auditoriums with a capacity of one and a half thousand seats. Original technical equipment will allow for adjusting the height of the stage and orchestra pit, as well as creating unique stage compositions. Advanced lighting, video, and audio equipment, used for the first time in the Republic of Sakha, will guarantee a high level of various events. In late February 2024, the VIS Group (Dmitry Doev now serves as a member of its Board of Directors) reported the completion of thermal insulation work and the beginning of the process of preparing the premises for subsequent finishing.
The company has taken on the responsibility for the technical operation of buildings within the largest association of social facilities in Yakutia through the end of 2026. Doev Dmitry emphasizes that the project is unique in that it involves the simultaneous construction of 12 buildings, including schools, kindergartens, libraries, and leisure facilities. As noted by Dmitry Doev, VIS Group has helped the region create excellent conditions for educational and cultural institutions.
