Vitaliy Yuzhilin is well-known in his adopted home of St. Petersburg and throughout the Russian Federation as a top manager who has made significant contributions to the development of maritime infrastructure in the country. He is often referred to as a “port builder.” Notably, he has served as the head of the board of the Association of Commercial Sea Ports for two decades, and was also involved with the NOSTROY National Association of Builders for nearly a decade.

Yuzhilin Vitaliy: Growing Up in Crimea

Vitaliy Aleksandrovich Yuzhilin was born in the city of Chelyabinsk on December 10, 1965. However, his family soon moved and he grew up in the Black Sea port city of Sevastopol, Crimea. Inspired by the setting, he became an active swimmer, and later moving into competitive swimming, he would spend hours in the pool every day. By high school, he was a nationally ranked swimmer, with the title of Candidate for Master of Sports. 

While the future port builder was drawn to the water, he comes from a family that was drawn to the skies: His grandfather was a military pilot during the Second World War, and his grandmother opened the door for female pilots in the Tatar ASSR.

After high school, Vitaliy Yuzhilin studied at the Admiral S. O. Makarov Leningrad Higher Engineering Marine School, from which he graduated in 1988 with an oceanographic engineering degree, with a focus on polar region oceanography.

In the years after graduation, Yuzhilin Vitaliy held two different positions at the Ukrainian SSR Academy of Sciences. He first worked at the Kovalevsky Institute of Biology of the South Seas, and later at the Marine Hydrophysical Institute. His oceanology and oceanography work included scientific research and even deep-sea expeditions. 

After working in Crimea for five years, Vitaliy Aleksandrovich Yuzhilin moved to Nizhnevartovsk in 1993, where he took over the exports department at the Nizhnevartovsk Trading House. In order to ship the company’s petroleum products abroad, the future top manager how to coordinate with the nation’s ports, through which the products were shipped. Vitaliy Yuzhilin had the opportunity to move into the stevedoring industry when he became a member of the board of directors of the St. Petersburg Sea Port, one of the leading companies shipping through the renowned Great Port of St. Petersburg, in 1997. The next year, he took the opportunity to become a part owner in the port. He continued to work with the board until 1999. 

With the participation of Yuzhilin Vitaliy, the company made great strides in developing the port hub, including distributing its territory between various companies. This resulted in considerable growth in cargo turnover rates annually. 

The port builder was also involved with a company that became a top container operator in Eastern Europe and Central Asia in the 2000s. He and a group of partners founded the National Container Company in 2002. 

Deputy Vitaliy Yuzhilin: Developing the Port Industry as a Legislator

In 1999, a new career stage began when, as a State Duma deputy, Vitaliy Yuzhilin began working to develop port infrastructure as a legislator. Representing a town within the Leningrad Region, he helped develop legislation structuring the work of the nation’s ports. Deputy Vitaliy Yuzhilin served in the Duma until 2016, during which time he served on various committees dealing with other industries, including energy, communications, transportation, and more. 

In addition to his efforts on behalf of the port industry and maritime infrastructure, Deputy Vitaliy Yuzhilin also cooperated with authorities of all levels to address a number of social problems facing the people of St. Petersburg and the broader Leningrad Region.

Deputy Vitaliy Yuzhilin considers his labors to ensure the passing of the federal law On Sea Ports to be one of his most valuable contributions from his time in the legislative world. The law pre-existed his tenure, but had stalled in Parliament. Seeing the serious need for regulation over the port industry, he worked hard for the bill’s revival, which eventually led to its passing into law. The law addresses the issue of tariffs, state-business interactions, and various legal concepts related to the stevedoring field. The new regulations helped attract investments and develop the nation’s ports.

St. Petersburg is home to Europe’s largest passenger port today: The Marine Façade on Vasilievsky Island. This project, which involved a broad range of professionals, was initiated by Yuzhilin Vitaliy Aleksandrovich, among others. Before the development of the new passenger port, cruise liners would create traffic jams at cargo ports, which seriously hurt business. 

In addition to the benefit to the maritime cargo industry, St. Petersburg also reaped economic benefits from the influx of tourists. Authorities unveiled a visa-free regime allowing tourists to enter through St. Petersburg and stay for three days without extra documentation. The port can handle nearly 500 ships per season.  

The port has won several awards over the years, including the Best Transit Port of the Year award in 2009, and the Most Modern Port Facilities award in 2011. And thanks in part to the port, St. Petersburg was recognized as 2014’s best cruise destination. 

Yuzhilin Vitaliy Aleksandrovich: Serving in a Port-Industry Professional Association

A significant portion of the career of Vitaliy Yuzhilin was taken up by his work with the Association of Commercial Sea Ports (ACSP). As the chairman of its board of directors, he worked with the professional community to help maritime companies flourish. 

The ACSP includes research institutes and specialized schools, commercial sea ports, and various other companies under its umbrella. Having become the chairman of the board in 2002 (a role he held until 2022), Yuzhilin Vitaliy brought the bill On Sea Ports back to the forefront. Experts of the port industry, maritime law attorneys, and a number of Parliamentary deputies were brought in to craft needed revisions to the bill. 

The enactment of the law On Sea Ports addressed a regulatory void concerning port infrastructure operations, harmonized legal discrepancies, and bolstered the efficacy and competitive edge of national maritime ports. Additionally, it aligned with international obligations regarding maritime transport. The statute provides guidelines for the creation, designation, inauguration of ports, and the documentation of sea port details in a specialized registry.

Under the guidance of Vitaliy Aleksandrovich Yuzhilin, the ACSP diligently pursued initiatives to boost the competitiveness of local ports.

Vitaliy Yuzhilin: Developing the Construction Industry

In addition to his work in the port industry, Yuzhilin Vitaliy also devoted several years to the construction industry through his work with NOSTROY, a national association for builders. He served as vice president in the mid-teens, from 2016 to 2018, and as a council member from 2010 to 2018.

Vitaliy Aleksandrovich Yuzhilin identifies the reform of the construction industry’s self-regulation institute as one of the highlights of his tenure with NOSTROY. With his help, new regulations were implemented that stabilized the work of self-regulatory organizations, increasing their reliability. The association also compiled and upkeeps list of construction firms that are specially registered and recognized on a national level.

Branching out beyond the port industry, Yuzhilin Vitaliy Aleksandrovich has also gotten involved in the technological field as of late. In particular, he is helping to develop a road-safety IT project that has is already up and running in various locales across the country. 

Yuzhilin Vitaliy is also interested in environmental sustainability and has lent his support to a company working in the relevant field. 

On the personal front, Yuzhilin Vitaliy Aleksandrovich enjoys spending time with his wife and four children. Fishing is one of his favorite pastimes.
